THE UNITED STATES GOVERNMENT IS TO BIG TO FAIL. THIS PLAN SIGNALS A "PARADIGM SHIFT."

The United States of America and it's Government  are  to big too fail.  Here are a few necessary
actions which  must be taken order to save the U.S.A.: (PLAN SIGNALS A PARADIGM SHIFT.)
First , our Government   has too much money to spend.  The people  , whom the Government,
receives it's spending money from through (TAXATION) without  full representation is out of
control. What needs to be accomplished  are as follows:

1. Balance the Federal Budget by a Balanced  Budget Law.

2. Implement the following  Balanced Budget Law:
A. The total monies received by the Federal Government each year (Will) be the base line
guide/rule to determine the following years Federal Budget.
B. 48% of that total shall be the amount  the Federal Government  is allowed to spend in the
United States Government for the United States People in the United States of America only..
C. 15% of that total  total shall be the amount saved in a locked  untouchable box in order to
create  and compound a surplus forever for the United States of America.
D. 30% of that total shall be used to pay down the U.S.A debt.
E. 5% of that total shall be set aside in a locked box for the sole purpose of  U.S.A only
emergence's -disasters  and  or emergency Military matters.
F. 2% of that total  (MAYBE)  used but ,  not  necessarily  used for foreign aid to include the
UNITED NATIONS DUES.) .  "NOTE' (U.S.A. NEEDS TRUMP FOREIGN AID AND
THE UNITED NATIONS) All funds not used will be  used for an additional down payment
of the Federal Debt.

3. The Federal  Government has too much money  too spend . Consequently  the law must be
changed to prevent the Federal Government from excesses of the people money. The Federal
Government receives each year 15 Billion dollars or more  from (FUEL/GAS TAX)  the law
must be changed to prevent the Federal Government from ever again being able to force  a
(FUEL/GAS TAX)  onto  the American People. The law must be changed  to allow only the
State Government (S)   be the only Government body to levy a (FUEL/GAS TAX. ) And
that the States Governments (S) may change their  (STATE FUEL/GAS TAX RATE)  by
adding the tax rate tax  which the Federal Government was charging per gallon to that of their
respective State ( S ) (FUEL/GAS TAX) and retain all revenue from the (FUEL/GAS TAX) 
or  that which  ever rate the State Government may so desire. Included in this mix is that the
States Government will assume the funding and execution of their own road and Highway
building , maintenance and repairs located in their States , and that there be no longer a
Federal  a Federal  Government Highway System (ALL ROADS LEAD TO STATES
GOVERNMENTS CONTROL) contained within  the boarder of each State , all roads
belong to the States Government . (THE RESULT) will be more revenue for every  State
Government. and it's people . State Government responsibility  however  manages
their own highway and road system with out Federal Government involvement , and the
Federal Government down sizing of the Transportation Department in Washington DC.

4. End all pork spending by the House of Representatives and the Senate, in other words ,
no longer will members  be able so spend money on anyone ,  Nada , OPP - SO . All
spending will be the responsibility of each State Government by funding, allocating and
execution.

5. The Social Security Tax paid by the citizens to the Federal Government  must  be placed in
a Special Security Trust Account and the funds  must  only be used for Social Security Benefits 
only and the funds  taken in  by the Federal Government  (WILL NOT) be part of the (BASE
LINE BUDGET PROCESS) those funds (WILL NOT ) be counted in terms of the (BASE LINE BUDGET LAW.)  Every citizen paying into the Social Security System may
(CONTRIBUTE) A monthly amount  of $1.00 through $1,000  into their Social Security
account which is credited to their future retirement benefits. Not one penny of any Social Security
Trust  Dollar may ever betaken from from the Special Social Security Account held in trust
by the Federal Government for the people.

6. A. new  Law must be established which takes away certain  powers and limits others powers
of the (PRESIDENT) and the (STATE DEPARTMENT) and the  (SECRETARY OF STATE)
as follows:  During June of  2010 the (President of the United States), the (State Department) and
the (Secretary of State ) gave (GAZA - MUSLIM -  COUNTRIES) more then $400 million dollars
which is suppose  to be used to build  schools and other things, regrettably, every President for
the past 18 years has gave the same people the same amounts of money and much more which
was suppose to be used for the same purpose. Every President has had the power and the check
book  and the power to spend  as as desired our tax dollars on every foreign country  like those
people in Gaza ,  money just  falls like the leaves of fall. from a tree. No more, this must  must not be allowed, therefore a New Law must be established that requires that the President of the
United States, the State Department and the Security of State must obtain Congressional approval
by both House of Congress and that a 60% approval of both houses must be obtained. Further
any amount exceeding 5 Million Dollars must be approved a majority vote of the people. And not more
then 5 Million may be given to a foreign country in a 8 year period.

7. Make permanent the tax cuts of 2001 and 2003.
8. Expose and eliminate wasteful "PORK SPENDING."
9. End unnecessary regulations on small businesses.
10. Expand freedom of choice in health care.
11. Repel the Obama Health Care Plan/Law.
12. Give future retirees the (RIGHT) of investing a portion of their savings in voluntary personal
accounts and the right to invest in a monthly savings increase to their social Security Account.
13.  Enhance the security of all America's boarders, close them and build a fence.
14, Allow more domestic oil production.
15, Build more petroleum plants.
16. Build more Nuclear Power plants.
17. Demand new immigrants to assimilate , learn English and study U.S.History.
18. Defend traditional marriage as a cornerstone of American Society.
19. Allow parents to choose the best schools for their children. And make new law which provides
a school Voucher Law for every family and their children for Private Schools or public Schools.
20. Rebuild the Military, increase it's strength and  and equipment, never cut funding, increase funding.
21. Abolish the united Nations , or remove them form U.S. soil and stop funding that group of Tyrants.

23. One of the most important and dangerous matters that needs  attention is (UNIONS IN GOVERNMENT). a  NEW  LAW  MUST BE MADE....(must be made).....that prohibits  Unions in
the people government (FEDERAL GOVERNMENT) no unions  should be allowed in the people Government, no citizens tax dollars should be spent on (Unions) NO (UNIONS)  period.

A. EVERY STATE GOVERNMENT SHOULD CONSIDER AND FOLLOW THIS PLAN
BECAUSE AMERICA MATTERS , STATES GOVERNMENT ARE AS BAD OFF AS THE
FEDERAL GOVERNMENT.
