How Bills Are Passed: What happens to a bill after it is reported back to the House in which it was introduced.? After a committee reports a Bill back to the House , the Members usually discuss it in open (DEBATE) and then they vote on it. In the House of Representatives , because of the large numbers of Members , the Rules Committee usually sets a time limit on the debate ; but in the Senate the debate can usually go on as long as Senators have anything to say. If a Bill is passed by one House, it is sent to the other House for action.
In the second House the Bill goes through much the same procedure as in the first House. The second House may pass or defeat the Bill. If the Bill is passed by the second House with amendments , it must be returned to the House in which it was introduced. If the conference committee can adjust the points if difference , the bill as agreed upon is presented to each House for approval.
After a bill has been passed by both Houses it is sent to the President. The Constitution provides that "EVERY BILL " (which shall have passed the House of Representatives and the Senate , shall before it becomes a law , be presents to the President Of The United State.) The President may approve the entire Bill or disapprove it. If the President has not signed the Boll within 10 days after it reaches him or her (NOT COUNTING SUNDAYS) , it becomes a law without signature.
However , if the Congress adjourns in the meantime , the Bill does not become a law unless the President signs it within 10 - day limit. This way of preventing a Bill from becoming a law is known as "pocket veto." If the President vetoes a Bill while Congress is in session , it does not become a law unless each House passes it over the President's veto by a (TWO THIRDS MAJORITY VOTE.)
If the President signs the Bill it is then sent to the National Archives and Records Service to be given a number. Later the new law is published in volumes of "STATUTES AT LARGE OF THE UNITED STATES." There are thousands if Bills introduced at each session of the Congress. Only a small number of the become laws. We American Citizens must depend on our lawmakers in Congress to follow the Constitutions and the rules of the Congress as so established according to traditions to pass the kinds of laws that the majority of the Nation supports. That is one reason why we should elect able and well - qualified men and women to represent us.
