The clear fact is that approximately 48% of the American population do not pay Federal Income Taxes.
The other clear fact is that you can count on it that , Congress and President Obama will approve citizenship for approximately 30 - 40 million illegal immigrants very soon , sometime in the near future.(New Citizens.) The People of the United States must demand that there be a new direction in how our Government will deal with this demanding situation.

A new Internal Revenue Taxation Law:
No Federal Income Tax on people who earn less then 10K. Everyone else must pay taxes.
Rates are for ever and may not be changed unless a state of war has been declared by Congress.

100K-200K=5%
200K-300K=7%
300K-400K=9%
400K-500K=11%
500K-600K=13%
600k-700K=15%
700k-800K=17%
800K-900K=19%
900K and over =21%

A New Balanced Budget Law with actuality guide Lines:
The new law of the people will require that every Congress and Every President follow this Balanced budget Guide Line Law and that it cannot be changed or circumvented what so ever unless there is a state of war which was declared by Congress as follows:

(Example> Take the total revenue for 2010 of the Government and use that total for the next year 2011 Annual budget figure. Assume the total was "$1,000" in this case the President and the Congress could only spend (65% or $650.00.)
(25% of the total or $250.00) must be used to pay off the deficit. (10% or $100.00 would be kept in the Reserves for ever as a surplus for bad times.) This Balanced Budget Law can never be changed unless the were a state of war declared by Congress. The Reserve surplus monies saved also may never be spent unless there was a state of war declared by Congress. This Balanced Budget Law is for ever
