Here is a full proof plan to  solve the Illegal Immigration problem , this plan  will make everyone happy.

Like in the 1952  Classic Movie 'IVENHOE' there was   a man named 'WOMB-BAT' who was not a citizen. Womb-Bat wore a  Cuff around his neck since childhood, the cuff could not be removed as the cuff was made of  steel. When Womb-Bat was about 40 years old  the Neck Cuff came off and Womb-Bat was excepted as a citizen.

What America needs to do is welcome the Mexican and other people that are in the United States illegally.

We need to place a modern un-removable steel GPS Cuff around every illegal immigrants neck  which can never be removed until the illegal immigrant in question reaches 40 years old and has mastered all tests such as, speak English, his children speak English, there are no criminal records, there is no disease, taxes are paid in full and on time, there is no debt's and they can recite the Constitution of the United States Of America forward and backwards without a mistake.
